Document (and ideally clean up) rules around using %cell

We say "insert %cell" where you want the cell to be, but it's not well defined what the rules around that are.

Of course there are the practical rules of what the code currently does, but that's likely hacky and/or incomplete (regex/string matching or whatever that matches e.g. %cell; the same as it matches %cellular).
