16 - stack:ifte is not the same as Joy's ifte #16

The stack:ifte primitive is named after a primitive in the Joy language,
but has slightly different behavior.  To avoid confusion, all Ripple
primitives named after Joy primitives should follow Joy in their behavior.
 Those which do not must be renamed or reimplemented.
