[Feature Request] Collection Persists When Rule is switched from Active to Inactive

Is your feature request related to a problem? Please describe.
Currently, if a Rule is ran and items are added to a collection THEN the rule is set to inactive the Collection is emptied.

Describe the solution you'd like
Ideally, I'd like the Collection to persist even if a rule is not made Inactive and the action selected for the rule would not execute at the specified time. I am currently testing Maintainerr for my usage and I'd like to be able to turn rules on and off to save time by not running rules that I'm not actively testing.
