Sessions are ALWAYS saved to the database - even when the session_handler is other than that

I am running an older version of joomla (3.10) but I read the code in 4.0 and it looks that although there's a reference to the session handler in JSessionStorage - there are a lot of code that directly saves / reads from #__session regardless of the chosen handler

I don't understand this at all, I am getting random session saved
I guess there's something I am missing - anyone knows why this is the behavior ?
