Which issue were you trying? I just tested joomla/joomla-cms#15177 and it set and remove itself according to the stream.

Just tested again
joomla/joomla-cms#15164

I am setting the milestone in https://issues.joomla.org/tracker/joomla-cms/15164

It is OK there:

And then I get in
joomla/joomla-cms#15164

The bot removed also the RTC...

Again some kind of random bug :( Tested on my repo and milestones are ok.
