ODD and TEI files

@jonhoranic @laurenmcguigan @JaredKramer40 I've just pushed a TEI "care package" here to your project GitHub, containing an ODD I cobbled together today which we'll probably want to change a little. I made a customized project schema from it and I also wrote up a sampler TEI file with the schema associated. Let's go over all these things tomorrow in the project meeting!
