When building for virtualbox, SCP failed to start #231

I am running virtualbox 5.1.14 on windows 8.1 host.
When I run
packer build --only=virtualbox-iso --debug windows_2012_r2.jsonI get the error
Build 'virtualbox-iso' errored: Error uploading VirtualBox version: SCP failed to start. This usually means that SCP is not properly installed on the remote system.When I try to ssh from another machine, the authentication succeeded, but the connection immediately closed.
