download notification doesn't show up

Steps to reproduce

Basically #859 but I opened a new report since that one is closed,
Download a chapter and pause the chapter download in notifications.

Expected behavior

Clicking pause will "create" a new notification with the options to continue or cancel all downloads

Actual behavior

When I pause a download notification it just closes the notification and the notification with the options to resume and cancel doesn't show up

Checked it on another device (A52), and same result
