Community recommendation sometimes shows MAL, sometime Anilist, but never both. #1394

Steps to reproduce

Open community recommendtations on any manga.

Expected behavior

List recommendations from BOTH Anilist and MAL. While not including the "AutoRec" entries from MAL, on Anilist there are only community recommendations so they should appear.

Actual behavior

Only shows one of them, probably with a bias towards MAL.

Other details

The issue is more obvious with manwha and manga, like Centuria, where on Anilist there are some great recommendations, but it's not listed only results from MAL.

Two random examples:

I assume it has a priority towards MAL, and if on MAL there are 0 user recommendations, it checks AniList and only shows that. While recommendations can be better on MAL, they are always scarce compared to Anilist, especially with manwhas.

This was added in #1376 a while ago.
The change is only present in the latest preview build at the moment.
