ACFileTransfer enabled by default even when Bluetooth is switched off

I'm not sure if this is by design, or just something that needed to be done down the track, but the file transfer is enabled by default on init, even when the Bluetooth hardware is disabled on the device.

It'd probably be worthwhile looking this up and setting the value appropriately on init.
