Publish README with Documentation #130

Since the second line of the documentation is to view the README, I think it ought to be included. This can be done as such: https://github.com/jeregrine/jsonapi/blob/c42b21f106f37d507257faaea7f891b08c345a66/mix.exs#L18-L22.

I'm happy to open a PR if that's of interest.
