Per slack:

Do you wanna add this github action to our OTTR Template repos? It's going to give us scores on how readable things are. What we also need to do though is add an if statement that makes sure that this is only run if people turn it on in the config_automation.yml file. Do you want to take a whack at doing this on the main OTTR repo?

Describe the solution you'd like

We need this yaml file in the workflows folder but we also need to have a config automation.yml option that controls it. See the other yamls for examples on how to add this
