Gradle plugin release of 8.3.1 #5773

The 8.3.1 gradle plugin has not been released yet as I am blocked on dependency-check/dependency-check-gradle#339. Once that is resolved I will publish the gradle plugin (hopefully this weekend). |

Even the current versions of DC should be able to run on JRE 11. |

@jeremylong I have tried, and it has worked, however when trying to run the "dependency report", an error is displayed. I used the following parameters: Was the parameter changed?, note that in version 8.2.1 it was executed successfully. |

On https://plugins.gradle.org/plugin/org.owasp.dependencycheck the current release is missing. Can you please release it there too? Or what need to be done to release it there?
