I am using gitlab 14.5, but I found that gitbeaker changelog supports 16.x. Which version of gitbeaker should I use?

Not a bad idea. You might be able to get away with the current version, but if it gives you trouble try v38. I think anything before that will be spotty since the API was updated quite a bit between then and now.
