Application won't load

Seems to be a problem with dojo config: Error: ScriptError: http://config.js at q (dojo.js:5) at HTMLScriptElemenent. (dojo.js:23)

Regardless of how I set up the app in iis or just running it from VS Code, I get the same error.

In debug, it is in dojo.js, line 616. script {src: "http://localhost/config.js" is what it is looking for. Is there something missing in the files, or am I missing something in the execution?
