Based on discussions at Delft University: It is possible to build a BVH in the format that Intel HW expects. While it seems likely that this needs to be updated per hw generation, this would in fact unlock native performance, while still building and mainting the BVH in open code. "Real-Time Ray Tracing of Micro-Poly Geometry with Hierarchical Level of Detail" does this. An implementation of that paper can be found here: https://momentsingraphics.de/HPG2023.html
