RefreshSig undefined in Example App

Hi! I'm working on a React library built on TSDX and am running into a weird problem with the example app when running locally.

I wrote about it on the Parcel page (here) (as it appears to be Parcel related?), but am cross-posting because there's scant evidence about what the problem may be and it does work when I consume the library in a proper build - even when I link the package.

I'm hoping someone here will understand what's going on with the build configs that might lead to that deviation.
