ft.com broken - need to convert UTF-8 to ANSI

What steps will reproduce the problem?
1. Download an ft.com csv file and run through hle-ofx-quotes.  The ofx file 
created contains no data other than standard header etc.
2. Edit  the csv file to convert to ANSI (I used notepad++) and it works fine


What is the expected output? What do you see instead?

The output ofx file created contains no data other than standard header etc.

What version of the product are you using? On what operating system?

Please provide any additional information below.

notepad++ says an old ft.com CSV file is ANSI compatible UTF-8 and a new one 
plain UTF-8.  I have reported the problem to ft.com.  Will let you know if they 
admit to a bug.

No response to my email to ft.com but they appear to have fixed their bug - it 
now works OK for me.
