I think he is referring to the Admonitions callouts plugin for Obsidian. This plugin was popular before Obsidian implemented their own callout functionality with above syntax.

It is possible to define custom callouts in both Obsidian and Quartz using CSS.

In the case of Quartz, extend this list of callout names and add your icons and colors here or in custom.scss.
