CLI and python API for named queries

Can we get an CLI/python API for names queries.

I can then add that to my project in the metadata for the project.

For data_dispatcher - we need to agree on naming convention for projects and for the insertion of the query info into the project metadata. Might be good to have methods that do this explicitly so people don't get creative.
