avoid recalculating LREs

This is lower priority.

we merged the PR #79 to avoid re-calculating LRE solution files. However, this is limited to the problem_instance UUID and does not look at the set of tasks or task_uuids within a solution file. Currently we output a subset of completed LREs for the tasks that meet the spec (have overlaps and num_orbitals is less than some threshold). It would be nice to be able to check deeper into the task list and determine (by task_uuid if LREs have been completed). If there is an update to a solution file, a NEW solution file should be created and the older solution file should be moved to a temporary directory for possible deletion later.
