CF-1.9 not showing up in compliance-checker 5.1.1

To Reproduce:

I installed a fresh compliance-checker 5.1.1, via conda, in a new conda environment. (I have an existing 5.1.0 in the base environment.) When listing the tests, CF-1.9 doesn't show up in 5.1.1, even though I think it should. Thoughts as to why?

$ compliance-checker -V
