Are there a set of settings and file locations that should be checked when the InfoPanel and/or type annotation isn't working

I'm working on two machines with Ionide and I have both VSCode and VSCode-Insider on both and InfoPanel and type annotaion sometimes work and sometimes dont, depending on the machine and which editor I'm using. I must have some configuration issues, perhaps both in Code and in the projects. Are there a set of settings and file locations I should be looking at to diagnose the problem? label:backer
