While sending content to the users is managed by the infrastructure (ASP.NET Core sends it via HTTP using Kestrel server), this application is a CMS, so the generation of the HTML based on theme is part of the application layer and will be generated using a use case.

Generating HTML will depend of the enabled theme, so theming feature is required.
