Problem statement
All user groups that can access and edit the risk assesment can delete the Documents and Policies Library, or edit the reference controls that come with that library, but the current implementation does not allow this. Expected behavior

Loggin as any user who can modify the risk assesment.
Go to Extra - Library
Click on "Loaded Libraries"
Scroll down to and select Document and Policies Library
Select the "Delete Button".

Go to Context - Reference Controls
Click on any control associated to the Documents and Policies Library
Click on a edit button.
Edit the reference control.

Currently you cannot edit or delete reference controls from the Documents and Policies library.

Libraries are read-only by design. You can only unload the library globally, if it is used nowhere.
You can easily customise the library by creating your own version with tools.
You can also add custom editable reference controls with no attachment to a library.
Thanks for your answer, Eric. How can I unload globally the Documents and Policies Library? As you can see in the image, I don't have the option to do so.
