Add a universal date filter for a dashboard

It's a setting.
It contains start and end date with a calendar.
A setting also contains standard dimension name: Day.H1.Day but can be changed
If it is enabled it should be visible in a top-right corner of the title of the dashboard with two day filters.
If user chooses start and end this will act as an additional filter for all the widgets on a dashboard with the start and end day
