This is step one needed for #16. It involves aggregating all needed data sources for location and attribute conflation. The datasets used in the old workflow included:

The scope of this issue is to have targets based workers that collect/format the data needed for conflation scripts in following issues. Checking off an item means that this has been accomplished.
