The "NIDID" used in a number of historical datasets, including the one that formed the basis of the reference features, is not completely persistent. States have reused NIDIDs over the years such that a small fraction of dams will have apparent duplication or will have moved/been assigned new attributes.
My hope is that we can mine datasets from ~2010 till now and identify NIDIDs that are suspect and flag them in the reference feature metadata.
