Consider adding additional and/or configurable data elements to NLDI harvest.

There are a number of ideas floating around for data elements that the NLDI should support. A number of items coming out of the ELFIE would be practical: https://opengeospatial.github.io/ELFIE/json-ld/ as well as some typical catchment characteristics (like drainage area). There could also be some metadata elements such as those described in: internetofwater/nldi-db#22 or elements that would help with indexing points to waterbodies or aquifers.

This issue is meant to track this potential enhancement and to be a place for people to contribute ideas.
