Define a standard place to track implementations in WG GitHubs #13

For example, that can be a wiki in a specific repo in a WG GitHub

This should be in WG chair control, to make sure it's not author responsibility (to choose which to list).

This should also be some boilerplate disclaimer that this isn't endorsed by the IETF LLC as a good implementation, etc, but rather is used for help in protocol development.

Is it a standard place (i.e., fixed location relative to root), or is it a standard way to find that place?

I'd prefer the latter, as some groups will want to use a wiki on a repo, others will publish a separate draft, etc.

I think it is most important to have a standard way to find the place. But, also, having some template/place that WGs can easily use by default would be nice (with variation of course expected and allowed).
