Allow committee members to see vote information

After voting closes Voting Committee Members are unable to see the sessions, their own votes and, votes from others.
Many Track Leads end up sharing the list of sessions and even vote info (summaries usually) via excel. It would be useful to allow them to see all this info in a view-only manner.

Solution

Give "Abstract Reviewers" the "Selection: Viewer" role. Give this role when the account is set up or after voting closes. No Dev Time

Alternative: If there’s a need to hide some information, then we would need to implement a special Committee role within the app (20 hrs)
