Add device handlers for Circadian Daylight integration

Use device handlers specifically for Circadian Daylight integration so that users who don't want the feature won't have the buttons in their devices. The only difference between these device handlers and the AP ones will be the metadata section, which unfortunately cannot be created dynamically.

The device handlers are needed for the following:

• Hue Bulb (color/brightness)
• Hue Lux/White Bulb (brightness)
• Hue Group (color/brightness)

The color and brightness functions should be exposed to SmartApps, such as Rule Machine custom commands.

Added in claytonjn-Development branch. Will merge after I go home and test that all functionality is working, and after Circadian Daylight is updated to utilize the new features.
