Set dynamic directory in Pre_translate.sh and create_transifex_resources.sh

I just realize that when i run create_transifex_resources.sh and pre_translate.sh script gave me an error. It said that there is no such file or directory. Maybe the script can't detect my working directory?

My working directory is on $HOME/inasafe-doc

It said that my source directory doesn't countain any conf.py file. What is conf.py file?

And this is for create_transifex_resources.sh script:

I don't know fix the script. Maybe you can help me out @timlinux and @rduivenvoorde
