Similar to how the various elements which are members of data.cat can have attributes which link to uri's in ISOcat, this could also be done with <language> and <lang>.

Given also that there are at least 3 possible language tag standards: ISO 639, Glottologue, Linguasphere, there could also be an attribute (e.g. @standard, @system, or something like this) where these can be specified.
