The current construct for sqlite3 tests fail. Database tables don't get created.
There is a workaround at https://stackoverflow.com/questions/57773274/django-unable-to-create-tables-for-unit-testing-after-upgrade-from-1-8-to-2-2-4, but this looks like something that lots of people should have run into and been fixed before, so there should be more investigation to make sure we don't just have a silly mistake in out setup.
The tests work fine on mysql.
