Motivation

The documentation and scripts throughout the repository utilize plotly for visualization. It would help to not have to muddy up our moose conda environments and have the containers be able to run these scripts.

Design

Add plotly to the moose-tools conda package.

Impact

Could have versioning conflicts, but that happens with any tool added and plotly is pretty well maintained.
