Issue message overlaps code

When you hover over the issue warning icon, a message appears that overlaps the code. Such an interface makes it very difficult to fix the issue because a user wants to see the message and the line with code simultaneously.

Also, @vyahhi what do you think about this message? I think it is very difficult for students...Maybe should we make it more clear?
E.g.:

Found usable augmented assign pattern. You can use shorthand notation if the left and right parts of the expression have the same variable, e.g. x = x + 2 is the same with x += 2
