End-to-end documentation on PDO/CCF integration. Coverage to be determined.

Essential documentation the enables usability of PDO/CCF is already part of the repo.

Standalone build and deployment documentation is part of PR 282.

This issue has become a priority now. Scope as follows:

1. Documentation of APIs implemented by CCF TP
2. High level sequence diagram showing how APIs are used by PDO.
3. Documentation of Python scripts used to deploy/manage CCF TP.

@bvavala Please comment if we need to merge this issue with 473.

I think this is a separate issue. We can add comments if we need to clarify the expectations on the API calls.
