We currently have 5 different docs with build and install instructions (docs/install.md, docs/host_install.md, docs/docker_install.md, common/interpreter/wawaka/README.md, docs/environment.md). Some of these docs have details relevant to other docs, repeat info, or cross-reference each other etc. The process to get PDO up and running can be pretty involved, so to help others get PDO working quickly, we need to clean up and streamline the build docs.
