Epic: Production-Ready Solana

This epic builds on previous Solana epics - https://github.com/hyperlane-xyz/issues/issues/404 & https://github.com/hyperlane-xyz/issues/issues/488 - which were focused on a production-ready deployment primarily for the Eclipse/Zebec launch on Hyperlane. Here we are adding additional polish as well as making Sealevel deployments more accessible for a general audience
