Add "Report User" feature

Hi :)

the report content module works fabulous for our humhub-instance. But we noticed one thing: It does not cover misuse of the message modul. We had one user who started writing spam message to many users. We as the admins just learned about it when other users send messages/emails to us.

Our idea: It would be a great feature if not only content but also users could be reported. Ideally the reported users will be deactived for a certain time or until the admins reacted.

What do you think?
