currently, budgie-pixel-saver applet styling is not supported since I don't use it
and also i'm using latest git version of budgie-desktop from Arch Linux's AUR for testing new features (especially new style class for raven notification center), and i'm sure installing pixel-saver applet w/git version of budgie-desktop may broken (or maybe untested)

The new update did fix the icon over lapse mess but there's still the weird window like area around the controls. It's working perfectly aside from the weird graphical thingy.
Also, sidenote but could you make the hover of the Budgie menu applet the same shade of gray that the Icon task list applet uses? Sorry, I'm a Stiffler for that sort of thing.
Any way of fixing this bug?
Running Ubuntu Budgie 19.04 with pixel saver applet.
