Remove actions from the list off addable actions in the menu browser if they are already added

As a Developer of shortcuts I don't want actions to show up in the list of addable actions in the menu browser if they are already added, in order to avoid confusion and duplications.

Acceptance:

  • Actions that have already been added to the menu browser do not appear in the list of actions that can be added
  • the same action cannot appear more than once in the menu browser
