Incorrect Filter Behavior When Selecting Facility and 'No Facility' Together

Also need to sort the facility selection filter list in ascending order.

Current behavior

Results are fetched based only on the selected Facility, ignoring the 'No Facility' filter.
The Facility filter remains active even when 'No Facility' is selected.

Expected behavior

If 'No Facility' is selected, the Facility selection should automatically be disabled.
The Facility filter should only be enabled when the 'No Facility' option is unchecked.

Steps to reproduce the issue

Navigate to the drafts page.
Apply a filter by selecting a specific Facility.
Simultaneously select the 'No Facility' filter option.
Observe the results.
