The very first issue!

My goal here is to set up a checklist of things I know need to be tackled in the short term:

Python 3.11 support: tests are hanging which isn't happening on any other version of Python. Needs investigation.
Moving HoloViews annotators across and renaming them to editors
Re-introduce the chart annotator. I would like to think of a new name for this... maybe everything depending on panel should be an 'app'?
Always need more unit tests!
