in "From web" trying to upload file .doc BUG (?) #9

When i put http://localhost/sample-document.doc i think it should download and convert the file using on themes xml web standards and basic. My apache is running and answering well to the http://localhost/sample ....doc (it starts the download interface) but when i type http://localhost/sample-document.doc (from web button) it not doing ... it doesnt recognize any files.

Am i doing something wrong here ? Is this a bug ?
