Glyph in MojiJoho for MJ020018:

Glyph in MojiJoho for MJ020019:

Source of MJ020018: 306060, Total stroke count of MJ020018: 11
Source of MJ020019: 306080, Total stroke count of MJ020019: 12

It appears that the difference of MJ020018 and MJ020019 is the shape of the 糸 component. However both forms of the 糸 component have a stroke count of 6, so the total stroke count of MJ020018 and MJ020019 should be 12.

If we refer to Koseki Database, we can see the glyph shapes are also different in a different position:
306060:

There is a difference in the top left part, i.e.
image (3 strokes) vs
image (4 strokes)

The different shape for the top left is the reason for the difference in the stroke count, and this distinction has been lost in the shape in the MojiJoho database.

About the form of 糸, if we reference 305760 in the Koseki database, we can find the following shape of 糸 which is similar form to 306060 / MJ020018:

This has been normalized to the following form in the MojiJoho database:

The different forms of 糸 are quite common in the Koseki database and there is no specific reason to prefer one over another. It should be considered a minor typographical difference only and the distinction does not seem necessary.

Hence, the correct shape of MJ020018 should be:
image (if keeping the distinct shape for 糸 for this character only)
or
image (if follow the typographic convention of other characters)
