generate:permissions not recognizing array keys "permission, title, description" #4316

Issue title

Trying to run the following command:

drupal generate:permissions
--module="mmh_test_module"
--permissions='"permission":"create test", "title":"Create Test", "description":"Create Test"'

however getting the following error:

In permission.yml.twig line 6:
Key "restrict_access" for array with keys "permission, title, description" does not exist.

Details to include:

Drupal version: 9.2.4.
Console version: 1.9.7.
Console Launcher version: 1.9.7.
