[Uber EPIC] Support Explorer EVM Queries

Problem

EVM devs coming from other chains expect EVM data such as ERC20, ERC721 ownership and transfer details are easily available.
Since MAPI is focused on Hedera entity and transaction information explorers are limited in what they can requests outside of the official Etheruem JSOn RPC API spec

Solution

Provide a solution that allows explorers to query ERC info

• Provide an ERC registry to allow Hashscan to easily determine ERc20/721 etc ([EPIC] ERC Registry  #1028)
• Provide etherscan styled REST API that support EVM partners around ERC20/721s ([EPIC] Custom API Support for Explorers hedera-json-rpc-relay#3314)
