Navigation tabs are missing in policies in some cases

Problem description

There are different navigation tabs presented in many policies. In iRec4 for example

Also there are policies with the new side navigation panel. like AMS-III.AR

If any user opens policy with the side navigation panel, and then opens policy with old navigation - user is not able to see the old navigation.
It is not related to the cache. It was done with disabled cache.

Step to reproduce

Steps to reproduce the behavior:

1. Import 2 policies, iRec4 and AMS-III.AR for example (actually any policy with old navigation and with new navigation)
2. Publish them
3. Open policy with the new navigation
4. Then open policy with the old navigation

Actual behavior

Old navigation is missing

Expected behavior

Old navigation is still enable
